Przemyslaw is a lawyer with over 20 years of experience and expertise in telecom market regulation and the development of telecommunication policy. Since 2010 he works in DG CONNECT, mainly assessing the regulatory measures notified by NRAs under Article 32 of the European Electronic Communications Code, but also on other topical issues for the telecom industry (e.g. EU-wide roaming and related fair use policy, “fair contribution” debate, incoming and outgoing investments in the telecom networks/critical infrastructures). He was involved in drafting various recommendations and guidelines for the sector (eg. subsequent editions of Recommendations on relevant markets, SMP Guidelines, WACC Notice). In years 2003 – 2008 he worked for DG Competition on telecoms and postal markets. Prior to joining the European Commission he worked for a leading Polish law firm, mainly dealing with commercial, competition and telecom issues. Przemyslaw graduated from Warsaw University School of Law, obtained an LL.M degree from St.Louis University (St. Louis, MO, USA), and passed the NY Bar exam in 2001.
