As Head of Regulation in Telefónica Spain has led the regulatory strategy in Telefónica for ultrafast broadband network roll-out. He has actively participated in the definition of the regulatory framework, in order to identify the regulatory incentives for an investment-friendly framework. Before joining Telefónica, he has been working for the Spanish NRA in the technical department. Prior to that, he worked for the Spanish Administration as civil servant in charge of the radio emission monitoring.
